Startup Delayer version 3.0 build 305 released

This build includes a fix for the high CPU usage when waiting for other processes to start as well as some rare crashes.

The startup sequence has also been fixed so that its no longer intermixed Common and current user.

I'm currently investigating ways in which I can allow the Common applications to be mixed into the Current user list. (Similar to 2.5). There are several other hurdles to overcome, including UAC, as not all users run as Administrator. I'll most likely be creating a seperate executable for Startup Delayer in case users want to force the Configuration window to run as an Administrator, yet still allow the startup launcher to run as a standard user (which it must, otherwise Windows ignores it).

There are a few more issues to overcome before this feature will be available, but I'll include updates when I can.
